This is a more highly ornamented version of the simple, unadorned work pots that were found in Victorian era greehouses and conservatories. In their day, they were as ubiquitous as a plastic grower's pot today, and potters threw (and sold) them by the ton.
Seed pans were used for starting seeds in winter and early spring, so that they could be transplanted to larger pots as they grew. Every Victorian greenhouse or conservatory had plenty of these pots.
